Submit your section 151 officer return

Use this form to certify that your local authority has met the required terms and conditions for grant funding provided by ESFA in financial year (FY) 2023 to 2024 and provide your schools financial value standard (SFVS) statement.

The requirements for each grant are detailed in separate forms. You must complete a form for each of the grants listed in your local authority schedule before submitting your section 151 officer statement declaration. Only once all sub-form grant funding line submissions are confirmed as received with no outstanding issues will the section 151 officer be able to access and complete the mandatory submission declaration and conclude your local authority's full return.

Please complete and submit all grant forms (including SFVS statement) and your section 151 (S151) officer statement declaration for the financial period of 1 April 2023 to 31 March 2024
by 5pm on 24 May 2024.

Please note that where funding lines are academic year grants and not financial year ones, any underspend, overspend and carry forward of funds relates to funding received up to 31 August 2023.

Total funds received and related declarations regarding passing on funds to schools cover the whole 2023 to 2024 financial year and will also include funding relating to the 2022 to 2023 academic year paid or recovered during the 2023 to 2024 financial year where appropriate.

Before you start, make sure you have:

  • A DfE Sign-in account. You need to have an account with the DfE Sign-in service. If you haven't used DfE Sign-in before you'll need to create an account
  • schools financial value standard (SFVS) data and details of any non-compliance by your maintained schools
  • your spend details for each grant in your local authority schedule
  • details of unspent grant funding that may be recoverable by ESFA
  • details of any instances of fraud or theft
